Hi im john im new to this but im 19 5'5" and 14 stone i have belly fat and thigh fat mostlywhat is the most effective way of losing this and building muscle

Welcome to Social Slimmers.

Weight/strength training and conditioning would be a great start. Have a look for some local gyms that are not council ran. Crossfit groups usually run different levels of groups, it really is a great start.
